Using the Cloud

Head Over to Settings ->Saved Data and Game/App Settings ->Saved Data (PS4) ->Cloud Storage ->Download to Console Storage. Then all you have to do is download them to the PS5.
Using USB
The other way to transfer PS4 saves onto PS5 is using USB. You may use this method if you don’t have a PlayStation Plus subscription, and it’s just as simple. Go to: Settings ->Application Saved Data Management ->Saved Data in System Storage ->Copy to USB Storage Device. This is where you’ll see a list of all your PS4 game saves. Using the choices button allows you to select several applications and transfer them across to PS5, or just select them all. Click copy to copy them all to your USB device. After that, connect the USB device to your PS5 & navigate to: Settings ->Saved Data and Game/App Settings ->Saved Data (PS4) ->USB Drive ->Copy to Console Storage. Simply select all, copy, and paste all PS4 saves to the PS5.
