That means slaying all zombies before you may use the generator. You need to slice through them and clear the area, including the gigantic tanking Goon plodding around.

We recommend you employ the nearby spears and explosive tanks. Then kite the zombies into a clump, suitable for tossing in a lighted explosive. Despite Anderson’s seeming eagerness, the game is turning her into a zombie in some way, so take your time.

This switches on the elevator power. Contact it from the designated location to locate Anderson! The infection has set in and your military companion is now a zombie. You don’t have to engage with her, but you can put her out the suffering and take her goods if you want to. What matters is that you tried.
