You’ll need entry to the Patched Wastes portion of the Overworld to locate “The Shrine of Crazed Earl”. Finishing the “Son of a Witch” main quest will get you access to this region of the map. After completing the task, proceed west to the Sunfang Oasis. A dungeon to the right side of the Oasis will lead you to this same Shrine of Crazed Earl when you’ve completed it.
