It’s possible that you didn’t see any Skrelp while traversing Paldea since, like other Pokemon in Scarlet and Violet, Skrelp can be difficult to discover if you don’t know where to look.

As the North Paldean Sea is home to just Skrelp, a Scarlet-only Pokémon, you will need to swim on Koraidon to find one; you will want to Paralyze or put it to Sleep, lower its health, then use a few Dive Balls or Ultra Balls to catch it.
If you manage to capture a handful of them, you can use them as currency to purchase Pokemon Violet-exclusive items. As you hunt for this and other wild Pokemon at sea, remember to bring antidotes in case your squad is poisoned.
Pokemon Scarlet and Violet: How To Evolve Skrelp
It’s that easy to evolve a Skrelp; it just takes 48 levels, and because some wild Skrelp are already at level 40, you won’t have to wait too long. Dragalge’s assistance with Sludge Bomb and poisoning the Starmobile will be invaluable if you haven’t yet defeated the Team Star Fairy crew.
