You can go into the Popla Foothills Skyview Tower, but there will be no functioning terminal. The only person who can fix the equipment is a technician, but he’s stuck deep underground in the Popla Foothills North Well.
You can converse to Elemerson if you jump down, but you can’t liberate him from this side. To find an abandoned house, head south from the tower until you reach the cliff’s edge. Once you reach the ground below, you can see the entrance to the cave where the imprisoned man is hiding.
Elmerson’s release from confinement is a breeze. The bars will rise as soon as you step on the switch at ground level. The man will be grateful and give you fifty Rupees from the treasure trove he unearthed.
It’s up to you whether you want to keep exploring the cave or head back to the Skyview Tower. Using the Ascend ability, you can quickly return to the surface next to the building instead of making the long ascent. After Elmerson repairs the terminal, you’ll be able to activate the structure, allowing you to update your map and gain access to the shortcut.
