You can go into the Popla Foothills Skyview Tower, but there will be no functioning terminal. The only person who can fix the equipment is a technician, but he’s stuck deep underground in the Popla Foothills North Well.
You can converse to Elemerson if you jump down, but you can’t liberate him from this side. From the tower, head south until you reach the cliff face, where you’ll spot a derelict home. When you reach the ground below, you’ll see the entrance to a tunnel and be able to enter it to find the trapped man.
Elmerson’s release from confinement is a breeze. To raise the bars, simply step on top of the switch on the floor. If you help him out, he’ll reward you with 50 Rupees ($0.70) from the treasure trove he unearthed.
You can either keep on exploring the cave or head back to the Skyview Tower. Rather than making your way slowly back up, you can just use the Ascend ability to quickly get to the surface next to the building. Now that Elmerson has fixed the terminal, you can activate the structure and refresh your map, allowing you to access the shortcut.
