Crystallized Charges can be purchased from a Forge, but there is no other source for them. One can find a small Forge on the Great Sky Island, but a much larger one in the Depths.
Jumping into the Great Plateau East Chasm and then riding a cart to the Abandoned Central Mine is the quickest route there. Until the Forge Construct restocks the shop, the Central Forge can sell up to 30 Crystallized Charges and up to five Large Crystallized Charges.
Breaking Zonaite rocks or defeating foes in the Depths will net you three Zonaite Ores, the raw material needed to craft one Crystallized Charge. However, three Large Zonaite Ores are needed to create a Large Crystallized Charge, and each of those is worth 20 times as much as a standard Crystallized Charge.
Zelda: Tears of the Kingdom – How to Use Crystallized Charges
The internal Zonai Battery bar, the Energy Wells, may be charged up with Crystallized Charges. To purchase an upgrade, you must travel to a Crystal Refinery and pay 100 Crystallized Charges.
You can learn the Recall skill and find the first Crystal Refinery on Great Sky Island, next to the Nachoyah shrine. The area outside of Lookout Landings, however, also hosts another Crystal Refinery.
