You can obtain some information by listening to the kids in the throne room, but your best bet is to go straight to King Dorephan. The Pristine Sanctum, close to Mipha Court, will be his hiding place.
You may get here by taking a quick trip to the Ihen-a shrine and then gliding westward toward the twin waterfalls. The entrance to the Pristine Sanctum can be found beyond the lower waterfall. Remove your Zora armor set before swimming up the waterfall, or Link may automatically do so.
Once you’ve entered the building, use Ascend to get to the next level up. You’ll find a severely injured King Dorephan, who will fill you in on what’s been going on in the Zora realm recently. After this conversation ends, you’ll be given five King’s Scales to use in the next challenge.
