Where to Catch-All 14 Starter Pokémon in Brilliant Diamond and Shining Pearl
First and foremost, every starter Pokémon, with the exception of Pikachu, will only become available if you defeat the Elite Four, Cynthia, and complete the National Pokédex, which can only be obtained by completing your Sinnoh Pokédex by contacting Professor Rowan on Sandgem Town. Bulbasaur, Chikorita, Treecko, and Turtwig can be found in either Grassland Cave, Riverbank Cave, Still-Water Cavern, or Sunlit Cavern after obtaining the Pokédex, and Squirtle, Totodile, Mudkip, and Piplup can be found in Fountain spring Cave, Riverbank Cave, and Still-Water Cavern after obtaining the Pokédex. On the other hand, Charmander, Cyndaquil, Torchic, and Chimchar can all be discovered in Volcanic Cave, Typhlo Cavern, or Sandsear Cave. Pikachu and Eevee can both be found at Trophy Garden, however, the latter is only available after being named by Mr. Backlot. You can also obtain an Eevee by visiting Hearthome City and speaking with an NPC named Bebe.
