Thankfully, unlike the original 2006 DS games, players in Pokémon Brilliant Diamond and Pokémon Shining Pearl can discover Togepi on the Grand Underground, in either Fountain spring Cave, Stargleam Cavern, or Dazzling Cave. However, be cautious, as the likelihood of a fairy kind hatching in the regions is extremely low. To expedite the process, if you enter an area and they aren’t there, simply exit and re-enter the area, as doing so will reset all Pokémon on display.
