How to Create a Water Elevator
A water elevator requires a few elements. You may need many building bricks if this elevator is underground or above ground. A Soul Sand, Magma Block, and lots of water are also needed.
Kelp may help later. Once you have the tools, build two 1×1 tunnels to your desired elevator height. Break the bottom block of both, then fill one spot with Soul Sand (the tunnel you want to climb) and the other with Magma. (the one you want to go down).

After installing both, you have two water setup choices. First, flood the cave. Unfortunately, you can’t just pour water from the top.
All are water sources. However, kelp simplifies the process. Follow the steps above, but only put water on top. Put kelp on top of the water. Break the kelp stem to make source pieces. So there! Whichever cave you enter with Soul Sand or Magma Block will go up or down. It’s fast, and you can’t sink.
