How to accept the Raising Spirits Side Quest
Diablo 4’s first town Kyovashad has a blue exclamation point in the north of its map as you enter. Talk to Guard Boza near the exclamation point for the Raiding Spirits side task. Boza wants you to motivate militia trainees soldiers.

How to Cheer on the Training Militia
Your map shows the soldiers as light blue circles. You’ll see two troops in a small gated area at the blue circle. Cheer the training militia with the emotion.
You can communicate with other players using emotes. The Emote Wheel lets you choose emotes. E on the keyboard or Up on the D-pad summons the Emote Wheel. Find the Cheer emoticon by scrolling through your emote menus. Use the mouse middle wheel or controller bumpers to switch Emote Wheels.
Cheer should be two hands clapping. Choose the Cheer emote and confirm. Return to Guard Boza to complete the Raising Spirits sidequest after the troops see your emote.
